This higher rate applies to all goods entered into U.S. customs or removed from bonded storage for domestic use.<\/strong><\/p>\n\n\n\n<p>This measure was officially enacted through the <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/06\/adjusting-imports-of-aluminum-and-steel-into-the-united-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">Presidential Proclamation of June 3<\/a>. The specific tariff classifications affected are detailed in the <a href=\"https:\/\/www.lcta.ch\/site\/wp-content\/uploads\/2025\/06\/aluminumHTSlist-6.4.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">List of Aluminum HTS subject to Section 232<\/a> and the <a href=\"https:\/\/www.lcta.ch\/site\/wp-content\/uploads\/2025\/06\/steelHTSlist-6.4.25-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">List of Steel HTS subject to Section 232<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Exceptions and special tariffs<\/h2>\n\n\n\n<p>Steel, aluminum and derivative products originating from the United Kingdom retain a reduced tariff rate of 25% until July 9, 2025.<\/p>\n\n\n\n<p>Products containing primary aluminum melted or cast in Russia\u2014or imported directly from Russia\u2014are subject to a 200% duty on the total value (in practice, the trade of such products by Swiss and European companies is made impossible by current sanctions, particularly those under the 16<sup>th<\/sup> sanctions package).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Partial basis calculation<\/h2>\n\n\n\n<p>From June 4, 2025, the 50% tariff applies only to the portion of the product made of aluminum or steel. The remaining part is subject to any applicable reciprocal duties (set at 10% until July 9, after which country-specific reciprocal rates will take effect).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Declaration requirements<\/h2>\n\n\n\n<p>Importers are required to report the ISO country codes for the following stages of <strong>aluminum<\/strong> processing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>primarily melting (first smelting),<\/li>\n\n\n\n<li>secondarily melting (from recycled material),<\/li>\n\n\n\n<li>casting (transformation into solid form).<\/li>\n<\/ul>\n\n\n\n<p><strong>As of June 28, 2025<\/strong>, if the country of smelting and casting is unknown, the code <strong>\u201cUN\u201d<\/strong> must be used. This will lead to classification under <strong>HTS codes 9903.85.67 or 9903.85.68<\/strong> and the imposition of a <strong>200% tariff<\/strong>, the same rate applied to aluminum originating from Russia.<\/p>\n\n\n\n<p>For <strong>steel<\/strong> and derivative products, importers must provide both the ISO code for the melting and casting country and an \u201capplicability code\u201d as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>for steel products: specify the country of original melting and casting<\/li>\n\n\n\n<li>for derivatives: report the country where the steel was melted, or enter \u201cOTH\u201d (other) if the origin is unknown.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Other provisions<\/h2>\n\n\n\n<p>Tariffs imposed under Section 232 are <strong>not eligible for drawback<\/strong>, meaning no refunds will be issued.<\/p>\n\n\n\n<p>The 50% tariff applies <strong>in addition<\/strong> <strong>to<\/strong> any other applicable customs duties (e.g., anti-dumping duties), but <strong>does not stack<\/strong> with reciprocal tariffs.<\/p>\n\n\n\n<p>To avoid overlaps, the rules for cumulative tariff application have been revised. The updated order of precedence for applying different tariff types is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>motor vehicles and components: 25%<\/li>\n\n\n\n<li>steel and aluminum: 50%<\/li>\n\n\n\n<li>IEEPA tariffs on goods from Canada and Mexico: generally 25%, or 10% for certain products<\/li>\n<\/ul>\n\n\n\n<p>This new priority order means that <strong>metals from Canada and Mexico are now fully subject to the<\/strong> <strong>50% Section 232 tariff <\/strong>without any reduction.<\/p>\n\n\n\n<p>To support accurate tariff classification, U.S. Customs and Border Protection (CBP) has issued the following guidance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/content.govdelivery.com\/bulletins\/gd\/USDHSCBP-3e36ea5?wgt_ref=USDHSCBP_WIDGET_2\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CSMS # 65236645<\/strong><\/a><strong> <\/strong>and <strong><a href=\"https:\/\/content.govdelivery.com\/bulletins\/gd\/USDHSCBP-3e50356?wgt_ref=USDHSCBP_WIDGET_2\" target=\"_blank\" rel=\"noreferrer noopener\">CSMS # 65340246 <\/a><\/strong>for aluminum products<\/li>\n\n\n\n<li><a href=\"https:\/\/content.govdelivery.com\/accounts\/USDHSCBP\/bulletins\/3e36d96\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CSMS # 65236374<\/strong><\/a><strong> <\/strong>for steel produts<\/li>\n<\/ul>\n\n\n\n<p>The <a href=\"https:\/\/content.govdelivery.com\/accounts\/USDHSCBP\/bulletins\/3e36e5e\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CSMS #65236574<\/strong><\/a> notice provides clarifications on the cumulative application of tariffs and the correct order of their imposition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Additional useful documents:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/06\/adjusting-imports-of-aluminum-and-steel-into-the-united-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">Proclamation of June 3, 2025 Adjusting Iports of Aluminum and Steel into the United States<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/06\/fact-sheet-president-donald-j-trump-increases-section-232-tariffs-on-steel-and-aluminum\/\" target=\"_blank\" rel=\"noreferrer noopener\">President Donald J.
